Government web sites are great sources of content if you can find something that relates to your site. It's generaly not copyrighted because you already own it, and since it's generally not optimized, you can have your copy found much more easily that the original.

Create your own content. If you have trouble finding the content you want, it can be a great way to build up content that few if any will have. This content can be built up over time, and many think this is better than suddenly publishing a huge amount of data.
